Is engineering program Management a separate organization by itself or EPMs report to the engineering manager/director?

It has both. We have SWE program management which itself is an org with EPMs only and there is also equivalent HW program management org as well. But also each director will most likely to have a EPM team as well

EPMs by design don’t report up the same chain as engineers. The EPM ladder goes up to exec level, reporting to a Tim Cook direct report.
