word on the street is that employers are increasingly avoiding h1b transfers. does anyone know if thats the case?

From conversations with potential employers that occasionally sponsor (i.e. open to it for the right candidate but won't advertise they do), a few believe that the transfer process will take several months (after the delays from 2018 / suspension of PP then) and are unaware that PP is back.
