With PP gone, looks like its a soft signal from administration to all h1b folks to either pack their bags or rot in their current jobs forever! Let me explain. In current climate, chances of getting rfe is close to 70%. I had transferred and renewed my h1b several times until I applied for a transfer in April this year for FTE role, CS background with 17years exp. To my utter dismay, I was given rfe for specialty occupation and it took three months to get an approval, imagine it took this long with PP in place, what is going to be our plight with PP going away! Going by my bad experience with h1b transfer, I wouldn’t recommend anyone to transfer jobs just on receipt. It would be better to wait till Feb when PP comes back for 3 months(yes, they will most likely suspend it again in April). I know my post sounds so negative, but unfortunately, this is the reality! You applied in PP and you got an RFE in 15 days and then it took 3 months to clear the RFE? Man I'm just about to apply via PP (deadline is Sept 11) going by my luck if I get an RFE, not sure if the company will wait for that long. Does it affect my H1B with the current employer?
It took three months to clear rfe coz the attorneys applied for Expert opinion letter and tons of other paperwork from my new employer, they didn’t want to take any risk second time round. Your reply to rfe should not affect your current job, however, they may look at your past cases when it comes to extending your h1

Yes this is a very clear signal. I’ve heard that managers in certain companies are discouraging hiring H1b workers. So stay put or exit this country.
Is the PP suspension also in place or is it effective Sep 11? I just got an offer from uber and amazon and I was going to finalize either one by Friday. At this point doesn’t even matter to try and put the paper work in before Sep 11?
It will. You might be able to get things moving faster if you explain and if they want you so badly. You need to decide now and talk to each right now and try for PP.
Effective sep 11...lca takes 7-8 days. Consider the rush of pp applications now. U can try but chances are slim. Sorry :(
I think PP is suspended coz they are not able to process the number of applications in 15 days and to buy time they send RFE and people end up submitting so much paper as response to RFE that it creates a ripple effect and results in more time to process applications. So with the suspension of both, can this be viewed as an upside I.e. it will take time but it will be done?
My best guess is the number of RFEs will be even higher since they need a lot of evidence nowadays to prove that new job is so highly skilled that only the applied person can do it. This needs expert opinion letters, qualifications of other members on the new team etc. The situation will be compounded by direct rejection of a percentage of petitions which would have gone to rfe before sep 11
Considering 75% of H1Bs are Indians forever in green card backlog the H1B load will just keep increasing. Cannot believe USA is so backward. USCIS takes forever to approve any case and the immigration policies are so old school. No hope whatsoever. They don't want to let legal immigrats to be Happy even on H1B visa.

Instead of passing a legislation to clear legal backlog, administration wants these people to be either thrown out by direct h1 rejections(new rule from sep11) or people getting bored to death in their current jobs and leaving the country on their own or the employers throwing them out coz of hostile h1 xfer environment
