Depends on the purpose of the group. If it’s to talk about topics that doesn’t interest to the rest of the team, I don’t see any problem. But if peers from a same team create a subgroup to talk about work (that your are involved in), that’s not nice...

Typically, employee resource groups that could be focused on the categories you ask about will still be open to everyone, even if you do not fit the name description. It is usually not intended to be exclusionary, but more often just the focus of the group. As far as private messaging groups, there may be one for members or people who signed up, but if you just show up at one meeting, you will probably just add your email to the list.
Sure. But tread carefully. You can create NRI Finance discussion group as Indian finances taxes etc are vastly different.
If people of other races/nationalities can’t join, it’s a bad idea. If it’s an open interest group it’s okay. I would still be very careful. It’s the kind of thing that is fine in a vacuum but has the potential to lead to bad PR, particularly if you’re in the tech industry.
Why would you want to? Isolating yourself from general population in outside work social life isn’t enough for you?
I mean it depends, is this group to discuss why the nazis weren’t so bad or is it to discuss specific experiences shared by people with those traits?
It is to discuss some conditions only applicable to people with those traits. Communications might also happen in the language of that nationality if it is based on nationality
Create the group with interest as that trait. Keep it open for everyone. Your issue will be solved.
