Is there any room for negotiation? As per the recruiter, its almost at the top of the band for the new hires. Base: 200 RSU: 600k (for 4 years) Bonus: 15% Signon: 100k Refreshers: 120k (for meets rating) YOE: 10+

It's not. It's 380k/yr with 100k signon. In next 2-3 years resheshers will bring it up to 450k range.
You may be able to negotiate on RSUs with strong competing FANG/Uber/Lyft/Airbnb/Stripe offers .
