In an initial offer, is the size of the stock grant computed based on $$ or on number of shares? That is, if I get an offer from FB today would I expect more shares than I would six months ago since the stock price is lower?

So someone who joins today at the same comp level would have more stock units (say 200k base, 700k RSU) would have 700k worth of RSU (~5200 units) at ~$135 versus
some one who joined 6 month who would have 200k base and 700k @ 215 (~3250 units) which would actually be less?
Based on $$. Typically #shares are determined based on the average stock price from the month before your joining date.
