Facebook recruiter told me there's a hiring freeze for people before 5 year mark. Is this a "you're not quite good enough for us to interview right now but we want to keep you on the line for as long as we can"? My friend has an interview but is more experienced and qualified. Is there any way to get around this? Get a competing offer and then ask for interview? Get more referrals, etc?

Depends on location. This is certainly true in Seattle
A freeze is more like “we are focusing more of our energy on experienced devs than juniors atm”
Tactics for other tech companies to try to drive candidates away from what is in my opinion an amazing place to work
