I need to apply for a Schengen visa in SF. Indian passport holder. Anyone know which consulate issues the fastest visa? I know you need to apply in the country you plan to spend the most time in but I could create a dummy itinerary just to get the visa sooner. Thanks

No they don't care once you get the visa from past experience.

France is pain in the ass, dont apply there.

I am middle eastern. I have applied to schengen visa many times and got multiple entry visas. But last time I applied to France and they gave me single. Then I realized they are more strict than other countries. I heard Netherlands is quite good and they give multi almost always.
Just check which has the earliest appointment available. Processing time is same
Norway was around a week for me. I applied through a 3rd party called Travisa IIRC
For the benefit of others who might be looking for something similar, Italy provides emergency visa appointments if your travel is within 20 days. Also they stamped the passport and returned it the very next day!

It usually has to be applied at the consulate of the country that you will enter first in your trip
It's applied in the consulate of the country you plan to spend the longest time in. If you plan to spend the same amount of time in multiple countries, it's the country you enter first
But that doesn't matter to me right now. I can create a dummy itinerary just to get my visa issues quickly
