Your first time getting visa? In Bay area? Find a consulate with an open appointment slot. For me, it was French (and I flew in/out if Paris.. spent most num of days in the trip in France as well)

1) No, not an issue 2) Nope, definitely not for multiple years.. Generally few days to 6 months maximum
I believe France has set a 24 hours tat for c visa application status.
