I interviewed for fb about 1.5 years ago and got an offer from them but decided to stay back in la. Now I interviewed again and got an offer but this time I am thinking of joining stripe instead. Do companies have blacklist policies around this? Does rejecting fb offer twice would mean that I won’t be able able to join fb again? Any experience around this would be very helpful!!

There is no good company out there that would use a rejected offer against you. Poor performance or reneging on accepted offers - more likely
No blacklist unless you do something that would get you fired - like lying or some kind of fraud.
Did you went through all interviews again or just gave manager round? I received offer 10months ago and want to join now. Recruiter told me initially that I would only need to give manager round.
