Feeling stuck at job

Working as digital design engineer with MS for last 5 years. However, due to bad management or my bad luck, the type of work I am doing is miserable. Mostly integration of IPs and some RTL design. I have studied really hard over past few months to GTFO and applied to lot of companies in Austin, but things are not aligning well. I am getting offers for roles that I dont want. For IP development roles (RTL design + architecture) that I want, companies are rejecting me saying you have lot of potential but lack design experience. I am technically sound and all of my onsite interviews went well. I am not sure what I should do. I am desperately looking for a positive change. YOE: 5 years TC: 140k
