Listened to the NPR call in show with the city supervisor who proposed it. He made a lot of assumptions about human behaviour, who was hurt and why conpanies do it. IMHO, it is overstepping and the wrong solution for problems generated by an insane housing market.
SF companies need to explore moving and opening office other places and every time they do so cite this stupid policy
