next is team matching and then comes the offer ?

offer is given first and then you move to team matching

    Absolutely you can. Until you sign an offer it's negotiation, and you don't sign until after team match.

    Hiring managers will only hold your spot for so long though, so I'd you find a team you like you may have to cut your competing offer search short, or give up on a team you like (and maybe not find a team at all - lots of stories of L3's not getting teams).

    Why wouldn’t you be able to search for competing offers? As far as I know, everyone’s allowed to hunt for competing offers whenever you want
