Recruiter mentioned that I did well, then I had fit calls with a couple of teams and I liked one and the manager also said yes. Now I'm waiting for a HC meeting. 1- Is it just for approving an offer package? 2- Is it also to decide on a level? 3- Can it be a no now?
Google seem to have change the process where they do team match before the hc result. So, until your case goes to HC, nothing can be said. If it’s good enough to go to hc, there are good chances of getting offer.
Correct, most sites are moving to team match and then normal HC, which (a) reduces the number of quasi-rejections where a team wasn't matched and (b) tends to reduce the number of borederline cases seen in HC, although occasionally it increases it. HC bar is the same however, just because you have a team willing to take you it doesn't make HC a rubber stamp.
If it went to HC, it means your interview was good enough to send your packet on to teams to see about a match. It doesn't mean auto approval from HC unfortunately. Most team matches look at experience and relevancy, and high level interview feedback. HC digs into every bit of interview feedback. They'll decide final yes/no, level, and comp limits.
HC is the main hurdle you need to pass. Its not rubber stamp. If you got interests from manager, your interview seems to have good chance to pass, but not guaranteed. GL
HC approval rate is 90%. You will be fine.

I can provide personal experience for this - I interviewed at Google onsite in NYC last summer, met managers from NYC, Mountain View and LA (4 total), all were interested in me so I picked one. Went to hiring committee, and they said no. Seems like a lot of wasted time, for myself and the managers involved, but it is possible. FWIW not a bad interview experience overall, I'll just try again next year. One thing I though was odd was they asked for my transcripts, and recruiter asked about my grades in a previous totally unrelated degree (Civil Engineering) from way back in 2005-2008.

It is not a rubber stamp. It covers leveling and fit but not comp. None of the people making hiring decisions get to see the offer package. HC is where you'll frequently see candidates held sure to lack of evidence (poor interviewing/feedback) and sent back for additional interviews).
