Expecting to get a PM offer. Does the "committee" come up with an offer for total compensation? How does negotiating work in the Google process? Or is it a fixed "take it or leave it" offer?

Worried that our top performer is an attrition risk. How do managers handle this?
I just went through the hiring process at Google so can share my experience. After passing the final hiring committee my recruiter called me and laid out a compensation package. She also emailed it though to me so I could go through the details afterwards. I let her know on the phone that I was hoping for more than that and I would get back to her after the weekend. I sent through a counter offer a couple of days later and explained why I felt it was reasonable (current salary, other offers etc). The recruiter took this back to comp review and a few days later called back to say it was approved. She was pretty firm that this was their best offer though, unless I had some other competing offer on the table. I was happy with the new package so signed my offer letter the next day.
Is the process excruciatingly slow? I've interviewed 3 weeks ago and still no word. My hope is to close everything in 2 weeks but am losing faith in the Google process and its speed. Have other offers but want to resolve the Google outcome as well before deciding. Gently nudged the recruiter but they seem in no hurry.
That is terribly slow. I have an offer somewhere else and G interview soon. Seems like at least 4 weeks to get news.
