Hi--I've been recommended by a friend at Google for a few positions. He submitted me into the system internally. Im assuming I'll likely be reviewed by a recruiter because of the internal submission. Question: in the meantime, do you think it would help me to reach out to connections (2nd degree--friends of friends) on LinkedIn that I'd likely be working with at Google? I'm trying to maximize my chances of getting an interview, and I know it's not easy since there are so many applicants for any opening. Appreciate any advice you can offer.

I would recommend not giving luck too much credit. If you're talking about Dev positions (it applies for PM and I guess every field) there're several books, pages, trainings and even mock interviews. If you're aspiring for a >100k job, you should afford some weeks for study and a couple hundred for books and trainings. Yes luck is helpful but preparation helps improving your odds.

Google the job you are after and look for relevant preparation books... for a pm cracking the pm interview etc
What role did you get referred for? Different job ladders have different criteria.

internal referrals go directly to the hiring manager. if the manager likes your resume, it gets routed to the recruiter and you'll get an email asking to set up a phone interview. did you get an automated email informing you that someone in Google referred you?
