I am a new grad (top 10 CS school) and got hiring commitee approval. I have 3 years of work-ex in Big MNCs (not FANG and not in US) before Masters. How much TC I can expect, and whats the max I can negotiate without competing offers. I have interviews with few companies lined up in coming weeks.
No negotiation without competing offers. You need something to negotiate with. If they know you have only one offer, you’re going to join no matter how low they pay you.
What if my interview process didn’t complete by the time of the offer deadline. Do they consider ongoing interview process for negotiations ?
It’s your job to align that all your offers land in similar time window. You can always ask for extensions even if the recruiter tells you otherwise. They are not going to consider an offer which you don’t have.

I’m guessing the work experience was not in the US? If so, I’d estimate 115-120k base, 100-150k stock, 15% bonus, 20k signing and relocation. You can’t really negotiate without competing offers.
With 3 YOE and masters seems like you should have been leveled as an L4. Did they down level your for interview performance?
