Recruiter told me that there are not many headcounts left now. but I can do onsite at first. Should I proceed or wait for headcounts? Does that mean I have to super strong in interviews to land an offer?
(Xoogler here) Take the interview as soon as possible. If they don't have headcount now, they likely aren't getting it until January. They may be able to beg for it, depending on how critical a specific function is for the team. They have been getting better at funding for critical roles, but not necessarily specific teams. If you pass the interviews, they may help you get another similar role more quickly. As a hiring manager, I've taken a qualified candidate from another team that didn't have headcount.

Wouldn't be worried about headcount for now. Always do the interview when possible. On top of interview performance you have to strike the lotto of HC giving you the blessing before team matching can occur. At team matching is where headcount considerations come into play.
