In 2015 I did an on-site round at Google Pittsburgh. Hiring committee recommend making an offer but executive committee said no. Any idea how this can happen? The recruiter feedback was just that I should try again in a year.
I heard that this can happen if the Vp feels there is no good fit regardless of hiring committee

Happened to me in 2014. I think it was because of suboptimal (but close to good enough) interview scores, further complicated by a very short timeline to land the offer before H1-B application deadlines.
Don't take it personally
It's a murky system at best. Try applying to another role referred in by a googler
