I recently passed the HC at Google and now we are talking numbers. This is the initial offer: Base: 140k (15% target bonus) RSU: 240k Signing: 40k Level: T3 Yoe: 3 yrs after masters Q1. How is this offer for my years of experience? Q2. Recruiter told me my feedbacks were really good and I got evaluated as high L3 but didn’t meet the bars for L4. How long would it take for me to get promoted? Q3. I have a strong competing offer. How far can I push the TC for this level? I heard Google doesn’t negotiate level a lot. Any tips?

If you have a competing offer, absolutely. Otherwise no, because they have no other reason to increase it by $40k per year. It might be different if you could demonstrate your current compensation exceeds what they're offering. But you need to get another offer to really move the needle.
What is the vesting schedule at Google? And do you include sign on bonus in TC for the first year?
With strong competing offers, you may want to push for T4 as the top priority if possible. Promo is getting shirtier and hard to get by. For folks with 3years of exp, t4 should be expected, they don't want to give u that just because of budget.
If your competing offer has similar numbers, but higher level, then don't take the g offer. Slotted into 3 is a big reset for u and hurts ur career a lot (basically ur last 3 years of exp is wasted.)
Correction, it's 5 yrs of exp since u had master. Then it's really not a good option for u to reset urself to restart ur career with people 5 years younger than u. Sorry about being so negative, but it's just google's tech ladder and promo being so broken. Again, DO NOT COME as T3.
Agree... TC looks T4, but the level is not. It takes time to level up. So come as L4.

Why is level important outside of comp? If OP will interviewing somewhere else after Google wouldn’t they just say you have 4 YOE and not what level?

Base can go up to at least 145k. RSUs can go up to at least 430k. Signing can go up to at least 100k.
This seems really high for even T4. May I ask where you are getting these numbers? Personal experience!
OP could you tell if you had team matched before getting the numbers? I recently cleared the HC for L4 and now the recruiter is asking me for expectations.
Very good for T3. You could maybe maybe squeeze the rsu and bonus if you have strong competing but either way top offer for T3
