Recruiter mentioned this as not requiring approval, but some people on Blind never heard of this. Can someone from Google shed some light on this, whether this is really a thing at Google, does it require approval, is it frowned upon etc? Mostly thinking to use it in the first 3 years when I would have only 3 weeks of vacation which is pretty low.

I asked a recruiter about this and she said it’s completely up to you and the manager to figure it out.
Under 30 days is treated the same as any other vacation request by the HR system, no approvals required. The formal policy is that manager approval is required.
So it's like vacation but no stocks/sign-on/GSUs being paid? Is it frowned upon by managers and teammates?
