Would H1b to L1 conversion be a good way to work around the H1b extension cancellation issue ?
Great question and would like to know what happens to the PD. Probably will consult a lawyer. I was thinking exactly the same thing.

You can’t convert.
L1 is not an option i think. L1 is given for 3 years and if you want extension, you’ve work for a year in your actual country (country from where you opted for l1) before extending the visa to 3 more years.
If i am able to hold off for 3 years and maintain PD, hopefully things will be better when next government comes in. However beginning to think that this shit is seriously not worth it.

Have to be your future L1 company. Not sure about PD linking. I don't think anyone needed coverting in the past.
