I'm currently on F1 STEM OPT extension. My current employer applied for H1B this year and it was approved in June (I have received the approval notice). However to transfer to H1B I need to go back to my country and get the stamping (consular notification/processing). I have received offer from another company and due to some issues (dev plan) I don't want to stay in the current company any longer. What are my options? 1. Can I transfer from current company to new company on F1 Visa and then later someday transfer from F1 to H1B with a CAP exempt reapplication? 2. Can I transfer to new company with H1B transfer before stamping? 3. Should I first get the H1B stamping while I'm in the current company and then transfer H1B to new company? (this would be difficult as I can't stay in my current company for long) I really want to save the H1B approval I've received this year!

As it is under CON, it will be activated only after stamping. So, best bet would be to get it stamped and then initiate transfer. Ask the attorneys of new company.
Initiate for transfer with the new company. Once it gets approved, resign. This is what I am doing after having talked to the attorney at the new company. You can cross verify by talking to the attorney at your new company.
