Is H1b transfer premium processing going to resume by USCIS on Feb 19,2019?
H1 transfer is cap exempted, so can go premium now, isnt it?
No. For transfers premium processing is not enabled yet.( Atleast those applications filed recently, not sure about those filed last year.)

will they ever open premium for all to do H1B transfers ? because some of us are waiting to change employers, if its not going to happen, at least we would all take a decision to either join on receipt or let the offer go.
My guess is they'll bring back PP for petitions post 12/22 and before 4/1 on 4/1. They'll suspend PP for new cap petitions until some time later. They seem to going with the strategy to maximise people who file PP, by making them wait long enough. I'm thinking of joining on receipt.

Yea.. i am also confused whether to join on receipt or not. let’s say one resign from his current company and join the other on receipt, in worst case one gets the denial. What would be the options then? 1. Only option is to go back to their native 2. Or do they get time again to find a new job? 3. Can new employer help the candidate in filing his case back?
