H1b transfer premium processing stopped?

Had a phone conversation with HR / recruiter today from one of software companies located in Bay Area. He mentioned h1b transfer premium processing has stopped until feb and whether I would like to join on receipt. Has anyone else been in similar situation?

What about h1 extension ? Premium is stopped?

Extensions are ok, amendment (location change) are not.
