In reality, the number of employment-based green cards given out is a bit higher but it is just luck. Total green cards per year for all employment categories combined is 140k. EB 1,2,3 get around 28% each which is max 40k. Then there is per country limit of 7%. So every year at the max, only 2800 green cards can be given to Indians from the total allotment of 140k (this is because per country allocation is flat % instead of per demand basis). The only reason we see a bit higher number of green cards issued is because certain family based green cards and EB1 are not used, and so they are given to remaining employment-based. With the number of people waiting in the EB 2/3 queues, folks starting to use up more and more of EB1, and the new administration wants to eliminate family based immigration, we are reaching a point where that 70+ years will become a reality.

As I posted in another thread, eb1 is a minor issue here. Even if eb1 didn't exist, this backlog of multiple lifetime will exist, as the input is 10x the output and input has no caps and output has.
