You only see very few openings of this level at FAANG job sites. So how did outsiders got in FAANG?

Even if you don't have a patron, internal recruiters look for you. Nothing beats knowing someone, but if you have a decent LinkedIn profile and indicate that you're looking, you'll get inquiries. YMMV, but I generally get an inquiry from one of the FAANG every month or two.
Got some calls from a few internal recruiters, not exactly workout, fit problem or whatever. Guess maybe my employer is not a strong brand as others
For non-faang companies, you really have to make it to vp or svp before you get considered as a L8 or above. My director had been a svp and vp for a decade in a non faang but household name company before joining amazon.
Should be working as that way, as a higher level at other companies
Most I know got in when they were small and stayed for a long time. When it is already popular the only way in is down leveled and then promote upward. It is hard, unless they have a target attrition rate to get rid of some percentage on all level each year (like Amazon). You may go up, or out.

If you have to ask, it’s not going to happen. But the real answer is that you need a patron inside the company who is interested in hiring you for such a role. You gotta know people.
