A Google recruiter recently told me that I could apply again after one year, after my on-site interviews. Google also has an application limit of 3 applications in 30/90 days. So, how do they track candidates? Can I bypass these time limits by using different email address or phone no?
Probably combination of name/email/phone - possible they even use more details like college/grad year/etc

I think name + prior job history. Or name + email. Or name + college + major. Something along those lines. It’s not that hard.
Email can be changed. Name can be shortened. College already has many students with the same name in the same year/class. So, doesn't sound completely foolproof. Maybe it's designed as a filter to just keep out unmotivated candidates. Googlers already have plenty of spare time to interview a candidate again and again.
It’s the other way around. Google doesn’t have spare time to interview someone they rejected again and again. They get millions of applications. There isn’t any shortage. Don’t game the system. It won’t look good on you if they find out later or during your second interview process.

Hm... And would they reject a candidate if he clears all technical rounds but had an unsuccessful attempt in the last 12 months?

I doubt you can trick Google. Just interview somewhere else. Plenty of companies
Of course. But, Google seems overrated and overestimated. Don't be so sure.
Of course google has its flaws. But typically lesser flaws than other companies. That doesn’t make it overrated or overestimated, it’s not miles ahead of other peer companies.

They run the world's biggest ad network. They know who you are when you apply, naive to think otherwise. Maybe there's no dossier that the recruiter gets, but there's definitely basic filtering backed up by what has to be some of the world's best entity resolution
Hm.... Maybe soon they will also use their entity resolution to judge candidates.
I think they won't be using anything so sophisticated to track candidates because the more sophisticated the solution, the lesser the accuracy. And, it would be unfair to have a candidate resolved as another candidate, for two candidates. So, as per their principles, they may have a more defensive approach to allow false positives rather than rejecting false negatives.
