Like when people say I'm getting 100k in rsu in their offer, how does that work? I thought rsu means the company are giving you some # of stock but the value of those shares will move each day. Sounds like that number would always fluctuate. So how are people giving Tc consistent numbers when they say stuff like 100k in rsu?

$ amount at time of grant. Say FB gives 100k in RSUs, that will be $100,000/fb stock price, then that's divided over the 4 years you're there. This number then will not change, even if the stock price fluctuates after. Some companies use the stock price at the time you sign, others use the rolling average of the last 30 days, etc. People just know they get 1000 shares a year, so they do 1000 shares x stock price today = rough TC estimate.
