I think it more depends on the social circle. If your social circle is more ingrained in the local culture, then this process will be faster for you. If you continue to hang out with immigrants (not locals), you will take time. When you go to school here, your social circle is automatically built around locals(also depending on the locality you live, but I am assuming over 15 years of school and college, you would have a decent set of local friends). That would give you the best shot of becoming a local.
This is very true. I've found that it's been somewhat uncommon that any transplant that's started to become part of our group can actually keep connected. They seem to be offput, or bored, by the shared childhood memories and references they don't get. Doing things like Seafair baffle them. But those who have just gone with it seem to really have a blast here.
