OP you should have posted this on Amazon issues rather than just HR issues as I see people from other companies who probably know nothing about Amazon responding with stupid answers like most of them are on contracts. At amazon HR is a fixed headcount internal role. The reason why your HR partners change so much is because business leadership restructures very often and HR has to realign their support structures. Some changes of course happen when people leave the company or transfer internally, but most changes in HR partners is due to org realignments.
Former HR worker for a software company here. Totally depends, but the directors I worked for typically changed roles every 2-3 years in order to keep working up the chain. I knew people who didn't want to go into HR MGMT who would stay at a place 10+ years.
Can you imagine having to deal with SDE, PM, and Design people issues and complaining all day?
I can(⁎⁍̴̛ᴗ⁍̴̛⁎). My company get toxic managers and of course lots of complains. Our former vp of hr finally quit. The new one quit after 4 month.
