I'm positive my contributions are promo worthy, especially because the person who used to do my job previously was a senior. And hands down I have had better feedback than the previous person. Plus my current impact is large-scale and a long running feature. I have explicitly stated I'm looking for one next year, and my LT, although did not deny it, said nonchalantly - 'let's talk' I get feedback on what things can be done to get there, although with the disclaimer that senior promo requires a lot more (unclear on what those are) Latest talks sounded like it might take 2 years or more - I'm disappointed because I was given the long running project with the promise of a promo. Thoughts on how to have an open conversation?
It looks like your previous person was over qualified
Strongly doubt that as one of the reasons for their leaving was poor feedback and was clear to the team that person was finding it hard to do the job
Document everything you did. Send an email in writing saying you deserve a promotion. It simply works.
Get an offer from outside
Usually I’ll ask and then apply outside immediately after. By the time action should be taken I’ll have some competing offers. A good manager will push your promotion thru so they don’t lose you.
Wouldn't they look at you as flight risk, if they learn about looking for other opportunities?
If you’re good being a flight risk is a good thing as they’ll do what it takes to keep you happy. Googles mantra (although I don’t work there) has been “Find them. Grow them. Keep them.”
The two ways I’d recommend: 1. Through interpretive dance 2. Slam poetry
Make it clear to your immediate supervisor. But not just that. You’ve got supplement it with your last year’s work highlights. If your role allows you to directly interact with your customers, their direct feedback can do wonders. I personally had a good amount customer reviews and I presented it in ppt along with highlights. That did the trick. Good luck ! 😊

Ask for it, they won’t promote you if you don’t mention it. Get a list of milestones to be done and review it regularly. Have it in writing.
