I have been interviewing at numerous smaller companies for practice. Offers are starting to come in and I have no intention of accepting. The pressure is high from recruiters, hiring agencies, cto/ceo of these companies etc. How can I let these folks down in the nicest way? Any ideas? 2.5 yoe 144k tc

Imagine what would they write you if you had a reverse situation (you want them, they don't want you). Will they care that much about your feelings?
Just tell them you are still receiving offers, thank them for their time and that you will make a decision when you have finished negotiating with all parties
“At this time I have decided to move forward with other offers that are more close to my expectations of work and future growth, I really appreciate the time that you and your team spent, it’s a great team and I hope to join sometime in future”

Just ghost on them. The reputation of your fellow millennials is at stake. Definitely don't call them and politely decline the offer, saying the timing isn't right. Phone calls are so last century.
Just write a quick and short template thanking them for their time, other opportunities, blah blah blah.
