How to get TC abroad from US?

I am a computer engineering grad working at top 3 WW semiconductor company in Texas. 5 YOE. Sucessful in multiple positions including product test & design and most recently tech. marketing & sales. Looking to relocate abroad most desirably to Taiwan and aquire a tech job, expat is not an option. Currently speak very little mandarin but wish to use the opportunity to become buisness fluent in parallel. I am trying to figure out the best way to position myself. Any ideas? Thanks.
