First, look in the mirror
If you need to ask, are you sure their performance isn't a result of you managing them? Get a second opinion on their performance - objectively - not to prove your view. If confirmed, have the talk, and a month or two later - mutually agreed date, start PIP if necessary.
U have to ask? R u sure they should be managed out then? To get someone out ie fire them u should have clear and concrete reason. If u have to ask on blind ....
Find what's causing the low performance, clearly communicate the responsibilities, tell them the perf isn't good and why - give examples, give feedback when something goes wrong or right. Document everything. Do this for 1-3 months (based on the policy). Then if things don't get better to the expected level that you have communicated, then let them go.

What is lacking? Skills or motivation? If both, PIP. Force them out. If one, fix it. Talk to them.
