How to market a website

I've built a website on my own time that is useful to people as a free tool, and would like to place ads on it.

The only problem is that I have no idea how to direct traffic to the site and don't want to bother spending time figuring this out. I'd like to go find SEO and/or SEM consultants in my area to start directing traffic to the site.

What's a fair results-based compensation scheme that allows me to evenly split the ad revenue with the SEO person with little oversight on my part, without getting ripped off? I'd also want the SEO person to earn back the cost of buying any ads. Labor is uncompensated, since mine was uncompensated when I built the app.

Only someone desperate would take your offer. Your site won’t have meaningful revenue for months or years.

This is a very difficult game. Many other people are playing the same game to get traffic to their website. Unless you have a unique angle, it'll be pretty brutal.

I'd say find an offshore SEO/SEM consultant or agency. It's little cheap even if you end up paying for it. Less chances of someone partnering for revenue share, because there's no guarantee that will work, unless of course the other person really believe in your project.

I have had experience of building a couple of side projects and some growth hacking on HackerNews/Reddit. Hit me up if you have any more questions.
