Sde1 at amazon for 13 months and have delivered more than most in the team including some Sde2s. Yet in PCS manager says- ‘you’ve just been here for a year so I can’t put you in TT’. Looks like Amazon does not value great work but waits for tenure! Wtf? All that work feels flushed down a toilet! What can one do in such a situation?

They get everything. They have to pretend this way because their skip level would question them howcome you became L5 under 2y as they will then have to justify to their other reports. You see, its like a quota. Budget. And your number in the budget will come eventually, just that there are more people ahead of you and cost of employability for the organization can only be increased incrementally. This is especially true at lower levels.
Manager basically said No. The only reliable way to get more money/promo is to change jobs.
Been there. Unfortunately, there isn’t much you can do besides continuing to work towards the next level. Amazon does factor in your tenure with the company and makes you ‘wait for your turn’. I know this sucks.

It’s just an excuse. If he/she worried about losing you they’d move mountains to get you what you deserve. Making excuses including “you’re so close”, dangling a carrot with future promises and praises to make you feel important, making you work harder to get something you’ve already earned is one of the oldest tricks in the book.
