Since the competent coworker left, I have had all his maintenance work pushed on me. The new guy hasn't picked up the work and has focused on deploying a new project. He has spent most of his time networking or just not showing up to work while I have been doing the maintenance work of 2 people. I am responsible for the AWS account yet the guy breaks our policies while simultaneously talking about implementing his own. He ended up deploying the project without using our infrastructure management so now we can't track it or know the total cost. His troubleshooting led to user personal information being public since he doesn't know enough about AWS policies. Not sure if I'm explaining this guy correctly. You've seen guys like this on Blind before and some people suggest leaving if you can't stop the behavior immediately. He talks like he crammed from an O'Reily textbook in order to impress people. When the manager is gone for the day, he behaves like he is the manager in charge, including awkwardly leading meetings. He's only been here a couple months. How do I approach these issues with the coworker and manager? I am not very eloquent.
Fight, flight or freeze.
Just stick to it. No need to run. His time will come he will fuck up. I have seen many such people. Give it a few months. Ask your manager to involve him in imfra.
You need to discuss this with your manager. Just make sure to discuss only the problem statement regarding work and not discuss the individual. Explain that the project isn’t tracked in the existing management system and may be fragmented from the existing product. Ask your manager to how to get this back on track. Secondly, bring up that you are somewhat unhappy with the increased maintenance workload. You are (maybe/happy/not) willing to do some of that work, but also want to delve into new development. You would like less maintenance workload. Keep the I language, not you/he/she language, and focus on the technology

This is a management issue. They probably are not even aware, since the work keeps getting done and no one is saying anything. Talk to your direct manager and politely offer current status and ask for direction. If they push back after knowing how things are currently going, then it's time for the tough choices.
