You can reallocate developers to other active projects. Can't do the same with PMs.

Untrue. In a place with contractors generally they are above average in talent so the PIP percent is boosted from 5% to 10% and deadweight FTEs are let go...
Lowest performers in the opinion of management go first Seriously been in management and IC during layoffs. Seen both sides This is how it works.
How management decides who performed low ? Based on which parameters or they have their ass kissers who tell them ?
