This relies heavily on your relationship with your manager/team. If he/she is a reasonable person they shouldn’t hold it against you.
Answer to your question is - depends. Make sure you capture feedback, get assessed and fill-up as much of your promotion doc as possible. As bbserver said. I know folks who have had better success with promotion after move. No A/B tests here.
