Companies like Facebook Apple Microsoft evaluate foreigners candidates with same rules like US citizens ? I’m talking about after the phone calls to go to an on-site process
I interviewed with us companies 3 years ago from India. Due to visa issues I was unable to physically travel to the us for on-site interviews then. I had my on-sites via Skype for some, and in the India office for others. Finally I decided to accept Linkedin, who applied for a h1b Visa and got me here. I understand h1b visas have become a lot harder to come by since then (increased application scrutiny, more competition in the lottery etc), so I don't know if that's dissuading companies from hiring foreigners now.
I appeared for FB interview. First interview was a skype interview. Then they flew me to singapore for on site. Got selected. However i guess the overall package is comparatively less. Thats what I found from my friend at facebook

Let's talk about insane WAQF act
(I think you mean candidates living outside US and not just foreign citizens living in US) Yes for the firms I have worked for. We had onsites at local offices. If anything the bar is higher at some places because we needed to prove this individual was better than US citizens.
Oh ok yes! I go into interview process at Facebook for full time but I never pass for an on-site I’m not living in US
