As an IC, hiring manager b/c they tend to know you better after interviewing you in depth and getting feedback from others and they need you. As a manager, recruiter b/c they tend to not be put off by you potentially making more than the hiring manager. Just my experience, YMMV.
Recruiter - you can negotiate harder since you won’t work with them. I used to think manager, but now I’ll take recruiter any day

I have the option in this case.
I have a friend who negotiated with manager (Director) since recruiter wasn’t as committed to hiring him.
