Is premium processing for H1B Transfer always active throughout the year?
Is premium processing for H1B transfer always on throughout the year or is it just some time of the year or any random time of the year based on USCIC mood?

INPe72 Jun 9, 2019a quick google search would have answered this question... USCIS has suspended and reinstated premium processing based on workload and other factors. it's not guaranteed. either way it is better to let your petition pend via regular processing since upgrading to PP will most likely result in an RFE, and even denial.
It depends on ucsis mood . Nothing is certain when they will stop it or start it again
