Does America need a similar system? I've seen first hand the madness that goes on Florida roads.

      This is based on averages. Very young drivers also have higher accident rates and are restricted accordingly in most places.

    America has no capability and will never consider options like public transit. If we made a similar legislation, the elderly will revolt! Bingo halls will be shut down across the country and Werther candies will go bankrupt.
