This is not necessarily true. If a FB manager's team is lost either due to performance or re-org, they generally have options. They can become an IC (this is rare), or they can find another team (not through team match, but through talking to managers on their own).
At Google in Engg, maternity leave is not an issue. I know of even PMs who have taken full maternity leave. This is also at senior levels-L8.
