Seems underpaid. I had 80K/yr RSUs at Microsoft 10 yrs ago as L63, that was when the stock was $25 ish. But maybe their comp model has changed.
10 years ago ms might have held standards similar to Google of today.

Target is based on level not base. Range for L64 is 0 - 30%(15% target).
