My friend from another department told me that the guy basically gave them a range and said I get paid the most. Here is the kicker, they laid off the head of HR and have this guy fill in on some of the HR duties. I don't really know if I care but I also don't feel like this guy should be getting drunk and talk openly about my business. Should I flag it this other executives? I'm a VP of eng if that matters.

At a previous company someone asked on an internal list about a recent layoff. A young and eager guy from HR helpfully posted the entire list of people who were let go. He was canned shortly after that and the head of HR sent out a helpful reminders about not abusing your access to confidential information.
Tag him, restricted personnel data is just that.
