Thinking to change my graduation year from 2006 to 2016 to appear younger. All my experience is in obsolete tech (.NET) and I have trouble getting interviews at cool tech companies. Does HR verify graduation date during background check? I look pretty young, I can easily pass for a 25 year old.

They check. Also, looking 10 years younger than your age may be tougher than you think.
At my current job everyone assumed I was in my 20s. They were surprised when I told them I was 34.

IDK if they check your graduation, but impersonating your younger self is harder than you think. I’m in my early thirties, and couple of weeks ago we went out (yeah, 30+ folks like to go to bar/clubs). One of the kids (recent Berkeley grad) we talked with replied with “that’s dope” in response to our answer of where we live (PA). Long story short, I can’t even imagine acting as a 25yr old. From lingo to overall behavior.
My gf is 25 and I have many friends in that age group. I'm confident I could pass for a 25 yo if I could just pass background check:)

That is just a terrible idea. Maybe you should stop looking for "cool" companies that recruit immature people. I am only 30 but I love working with older folks. Less drama, better work life balance, a lot to learn from others. Better compensation. Etc If you just want to meet young people to hang out, maybe get a hobby or something. I think is kind of pathetic to try to look younger.
First thing is to stop doing .NET. Next thing is to remove it from your resume (just don't mention the stack, that's better) and only talk about what projects / problems you worked on. If someone asks the tech stack during an interview, then you say it, but immediately apologize. If necessary say someone forced you to do it.

Why would you want to hide your experience? This makes no sense. It doesn’t really matter some of the things are not relevant anymore. I graduated in 96. Old enough to remember Algol.
