No they’re not incubation grounds. When I was at Microsoft, they repeatedly said that they wanted India to be equally capable in execution and provide additional support when the US is asleep. In fact they tried to cut down movements to US by bringing in rules such a minimum level required for transfer etc. (L62) But it is true that if you’re a top performer and planning to move to the US, they try to make the process smooth (assuming you are at the minimum eligible level) because it’s easier and cheaper to retain top talent than to find new talent.
