Meaning of Google HC Reject
What does this mean despite passing the interview loop. Does it mean - another 18 months of wait time ? - can try with another recruiter/Team/HC with no further interviews? - get the heck out and dont bother?

You can always try like after 6-12 months. I was told this after my onsite with Google in college. It’s not a red mark on its own. My recruiter still pings me once in a while and I might try again soon. At the time I heard that they only allow 3 fails in your lifetime but I don’t know if that’s true anymore.
I've had more than 3 fails. I first interviewed there in 2006 and over 12 years have had at least 6 although it's across slightly different roles.

Probably misinterpreted "did well enough to go to HC"
Usually one year cooldown, not 18 months unless that's changed recently. Can usually go for an unrelated role (eg Technical Services Engineer or Application engineer) sooner. I got a contact from a corpeng App Engineer role pretty much as soon as the ink was dry on my original interview loop, and then the GCP technical services engineer role as soon as I heard back in the negative from the hiring committee for the App Engineer role. Didn't bother to interview for the TSE role because I had another job offer I chose to take.
I dont think you passed the interview loop. HC reject usually means you received mixed feedback and the committee was not confident enough to hire.
Passing the interview loop meaning passing the HC. HC instead of interviewers give hiring decision. I think there might be some misunderstanding. Double check with your recruiters.
Hiring committee literally decides how well you did on the interviews and recommends hire/no hire. So no, you didn't pass the interview loop.
I got an offer twice from Google and chose another company twice. The second time the recruiter basically told me it will be nearly impossible to try again if I declined twice. Obviously I chose bad companies in exchange but ill be damned if if ill let some recruiter strong arm me. There are plenty of other companies, Google is on its way to becoming the next Microsoft
